Set all bits to 1 in vector (sixteen signed 8-bit integer numbers) elements if the corresponding 'a' (sixteen unsigned 8-bit integer numbers) element are unsigned less than 'b' (sixteen unsigned 8-bit integer numbers) element. otherwise set all bits to 0.
