Set all bits to 1 in vector (eight signed 16-bit integer numbers) elements if the corresponding 'a' (eight unsigned 16-bit integer numbers) element are unsigned less than or equal to 'b' (eight unsigned 16-bit integer numbers) element. otherwise set all bits to 0.
