Vector Floating-Point Truncate and Convert to Unsigned Integer

The elements in vector 'a' (four 32-bit floating point numbers) are truncated, i.e. rounded toward zero, to unsigned integer values. The result is written to vector (four unsigned 32-bit integer numbers).
